concerted effort to place a greater emphasis on price-based bidding of engineering services, in which cost would be a significant factor in determining the firm awarded a given contract. Focusing on short-term cost-savings results in less qualified bidders securing contracts for projects that, if completed without the proper expertise, can cause property damage, bodily harm, and prohibitive long-term costs. NSPE recognizes that Qualifications-Based Selection (QBS) ensures that qualified engineering firms are ranked on the basis of their design ability, experience, and judgment, to provide these services.
